The Venari Ral, who sometimes styled themselves the "Venari Ral Empire" or the "Venari Ral Free State", were a powerful group of marauders who operated in the 31st and 32nd centuries, following the chaos of the Burn. They occupied a region of space in the Alpha Quadrant, between the Federation and the Ferengi Trade Zone. (SA: "Beta Test", "300th Night", "Rubincon")

In the 3090s, Venari Ral attacks inflicted devastating losses of life on Betazed, which had been abandoned by the Federation. To protect themselves, the Betazoids erected a psionic wall around their star system that isolated them from the wider galaxy for over a century. (SA: "Beta Test")

In 3180, the Venari Ral were responsible for at least twelve murders of Starfleet personnel. One of them was perpetrated by Nus Braka, who was apprehended and sent to a Federation penal colony. (SA: "Kids These Days", "Rubincon")

In 3195, the Venari Ral launched two massive raids against Betazed, which were stopped by the psionic wall. The following month, a Venari Ral ship commanded by Braka ambushed the USS Athena near the Badlands and attempted to steal its warp drive. The Athena repelled the attack and destroyed the Venari ship, though Braka managed to escape. (SA: "Kids These Days", "Beta Test")

According to Starfleet Intelligence, the Venari Ral had skirmished with the Furies in Sector 119, until they were driven out by Braka with some type of specialized weapon.

Late in 3195, Braka initiated an elaborate revenge scheme against Captain Nahla Ake and the Federation. He had a band of Furies, led by N'Duwo Skra, take hostage a team of Starfleet cadets amid a training mission on the USS Miyazaki, knowing Starfleet would be forced to turn to him for a solution against the Furies. Braka bartered away the supposed information, which caused Starfleet to dispatch the USS Sargasso from Starbase J19-Alpha to the Miyazaki. With the starbase left exposed, six cloaked Venari Ral ships launched a surprise attack, inflicting significant casualties and absconding with the base's experimental weapons technology, including synthetic Omega-47 molecules. Months later, the Venari Ral detonated an Omega-47 mine in the uninhabited Sector 953, rendering warp travel there impossible. In response, Starfleet recalled all their ships to defend Federation space. Meanwhile, a detachment of Venari Ral annexed Ukeck, in the process capturing three Starfleet cadets. Before they could be executed as spies, the cadets were rescued by the Athena. The Athena was subsequently caught by three Venari Ral ships; its saucer section was able to separate and escape, only to discover that the Venari Ral had laid an Omega-47 minefield around the entire Federation, isolating them from the rest of the galaxy.

Catching up with the Athena saucer, Braka took Ake and Anisha Mir prisoner and had the saucer destroyed, though he had in fact been fooled by a holographic illusion. Rendezvousing with the rest of his forces at the Athena, Braka broadcasted a "trial of the Federation" from the Sato Atrium on his Venari Ral News Network, with Ake standing in for the Federation and Mir as judge and jury. He invited representatives from numerous non-Federation worlds to watch, intending to valorize himself and assemble a cartel that would be free to pillage the quadrant at will under the threat of Omega-47.

As the show trial proceeded, the remaining officers and cadets on the Athena saucer devised a means to disarm the mines by hacking Braka's control signal and transmitting an algorithm that would permanently stabilize the Omega-47. To buy SAM enough time to implement the plan, Caleb Mir traveled alone to the Athena atrium and joined the trial. He and Ake discredited Braka by deducing that the destruction of Braka's home colony had in fact been caused accidentally by his own father, and not Starfleet as he had always believed. When Braka refused to accept the truth despite the evidence, his gallery of intended allies abandoned him. Braka then attempted to detonate the mines out of spite, but they had been neutralized by SAM. With the wall around the Federation down, Fleet Admiral Charles Vance arrived with a Federation fleet to apprehend the Venari Ral forces. (SA: "Rubincon")
