Federation Headquarters (Federation HQ or FHQ) was the administrative headquarters of the United Federation of Planets. Considered the Federation's home planet, Federation Headquarters was located on Earth until the 31st century. (DIS: "People of Earth")

Earth
At the founding of the United Federation of Planets, the seat of governance was established at Paris, France.
While hosting Chancellor Gorkon and his party aboard the USS Enterprise-A in 2293, Captain James T. Kirk claimed that one of the advantages of being a thousand light years from Federation Headquarters was the availability of Romulan ale on board the ship. (Star Trek VI: The Undiscovered Country)
In 2372, during a suspected Changeling infiltration of Earth, Captain Benjamin Sisko, acting as Chief of Starfleet Security on Earth, ordered phaser sweep units installed in every room at both Starfleet Headquarters and Federation Headquarters. (DS9: "Homefront")
After the Burn
In 3069, the Burn inexplicably destroyed every starship with an active warp core, "most" of which were Federation. Uncertain if it was an attack or whether it could happen again, the people of Earth felt having Federation Headquarters on Earth made it a potential target. By 3089, Earth had left the Federation, and new Federation and Starfleet Headquarters were needed. (DIS: "People of Earth")
Mobile headquarters
By 3189, the USS Federation, a Pax-class starship that could also be configured as a mobile-space station, came to serve as the headquarters of both Starfleet and the entire civilian government of the Federation. (DIS: "Die Trying")
In 3190, the location of Federation Headquarters in the Alpha Quadrant was labeled on a star chart used by Commander Paul Stamets for tracking the movement of the Dark Matter Anomaly through the galaxy. (DIS: "The Examples")
Return to planetside
In 3195, the Federation government was debating where to re-establish a more permanent planetary headquarters for the Federation, to serve as the new official seat of government. While many possibilities were proposed, the leading option was to re-establish the old location in Paris.
That year, a delegation of Betazoids from the First House came to the reopened Starfleet Academy at San Francisco on behalf of their Youth Advancement to determine if rejoining Starfleet was possible. In the end, concessions were made in which Admiral Charles Vance suggested Federation Headquarters should be based on Betazed instead of the old location of Paris. Betazoid president Emerin Sadal accepted the proposal, and cemented the groundwork for Betazed to return to the Federation.(SA: "Beta Test")
In 3196, during the Omega-47 crisis, the location of Federation HQ was depicted between systems on star charts and readouts used across several locations on the USS Athena to locate, monitor, and respond to the Omega-47 mines laid by the Venari Ral. The dedication ceremony for the new planetside Federation Headquarters happened shortly after the crisis was resolved, officially moving the seat of governance from the USS Federation to a location on the surface of Betazed. The exterior of the Federation Council meeting in Star Trek IV: The Voyage Home was described in the script as "Federation Headquarters", in the "San Francisco Bay Area." [1]
In the first draft script of DS9: "When It Rains...", Federation Headquarters was stated to be the location of the Department of Cartography.
