Lieutenant Commander Tomov was a Human who served as a Starfleet officer in the late 32nd century. He was stationed aboard the USS Athena as a cadet instructor for Starfleet Academy and the War College. He was a fan of the comic book Tales From the Frontier.

For a training mission in 3195, Tomov was assigned to lead Blue Team, with the goal of restoring the derelict USS Miyazaki's life support and main computer. After he and the first shift of Blue Team cadets, consisting of Caleb Mir, Jay-Den Kraag, SAM, B'Avi, and Kyle Jokovich, boarded the starship, they were taken hostage by a band of Furies under N'Duwo Skra. When Skra planned to throw one of them out the airlock to send a message to the Athena, Tomov fought the pirates and managed to buy his cadets enough time to flee to the bridge before he was overwhelmed. Skra subsequently had Tomov's partially-cannibalized corpse ejected into space, where he was detected by the Athena. (SA: "Come, Let's Away")
