Silent consensus exists on Memory Alpha when there is no voiced disagreement or support.

Getting community input for certain types of actions and proposals is strongly recommended, but said input may not always be forthcoming. Since it is impractical to wait forever, after a reasonable period of time you should be bold, as it was up to those who disagreed to say so. The longer a highly visible statement of intent is unchallenged, the stronger the implication of consensus is.

That said, while silent consensus is still consensus, it is not an explicit one. If your edits are reverted or changed, don't take it personally! An informed understanding of site policy, previously taken actions, and clearly-given rationale all go a long way towards creating enduring changes. Remember that disagreement doesn't mean you shouldn't strive for community solutions.
