The Argrathi were a humanoid species native to the planet Argratha in the Gamma Quadrant. Their government was known as the Argrathi Authority. As a form of punishment, the Argrathi implanted false memories of incarceration into convicted criminals. As the process was irreversible and tailored to each individual prisoner, the Argrathi claimed it to be more efficient and effective than maintaining a real prison system.
During a visit to Argratha in 2372, Miles O'Brien "became curious about their technology and asked a few too many questions," as Sisko put it. Argrathi security accused and convicted him of espionage, sentenced him to the implantation of the memories of twenty cycles (years) of imprisonment, and carried out the sentence, before anyone from Starfleet was even informed. After the procedure was complete, Major Kira took him home to the station. The Argrathi offered no apology. The simulated experience broke O'Brien and it took him much time and effort to learn to live with the PTSD resulting from the Argrathi treatment. (DS9: "Hard Time")
